[경인매일=최승곤기자] The ‘Partial Amendment Ordinance on the Protection of Rights of Public Officials and Conversion to Indefinite Contracts in Gyeonggi Province’, proposed by Rep. Kang Tae-hyung (Democratic Party of Korea, Ansan 5) of the Gyeonggi Provincial Council’s Agricultural Administration and Maritime Affairs Committee, passed the Economic and Labor Committee, the relevant standing committee, on the 23rd.

This revised ordinance contains contents such as establishing an external job title system for public officials, establishing a rank system for public officials, and introducing preferential policies for long-term employees to improve the employment environment for public officials in Gyeonggi-do.

Rep. Kang said, “In order to correct the discriminatory treatment of civil servants who are referred to as Mr. OO, Mr. OO, or no titles at all throughout their lives, we must establish an external job title system for civil servants,” adding, “For civil servants without titles, we must establish an external title system that takes into account the characteristics of each field of work.” “There is a need to encourage employees’ pride and enhance their professionalism by giving them job titles,” he said.

He continued, “The employment environment of public servants must be improved and their rights should be improved through the introduction of a civil service rank system and a preferential policy for long-term employees,” and “So that civil servants, who are members of the Gyeonggi-do community, can work as true people and true office workers.” “Gyeonggi Province, the largest metropolitan organization, must take the lead in coming up with a plan,” he said.

He also said, “This ordinance only applies to public servants in Gyeonggi-do and its affiliated organizations, but I hope it does not stop at Gyeonggi-do.” He also said, “Gyeonggi-do’s first step is to apply to all public servants and private sector employees across the country who are experiencing discrimination and disadvantages. “I hope it will have a positive ripple effect,” he said.

In March 2023, Rep. Kang emphasized the establishment of a rank system for public officials in Gyeonggi-do against Governor Kim Dong-yeon at the 367th special session of the Gyeonggi Provincial Council in March 2023, and is actively taking the lead in improving the treatment of public officials and establishing a system.

Meanwhile, the ordinance that passed the standing committee is scheduled to be processed at the second plenary session of the 374th extraordinary session to be held on the 26th.
