[경인매일=최승곤기자] The “Gyeonggi-do Foreign Workers Shelter Support Ordinance,” proposed by Rep. Kim Seon-young of the Economic and Labor Committee of the Gyeonggi Provincial Council (Democratic Party of Korea, proportional), passed the review of the Economic and Labor Committee of the 374th extraordinary session on the 23rd.

Rep. Kim Seon-young proposed the enactment of an ordinance and said, “The number of foreign workers entering the country under the Employment Permit System this year is 165 million, an increase of 37.5% compared to last year.” She added, “The number of foreign workers is gradually increasing to resolve the manpower shortage in small and medium-sized enterprises due to low birth rate and aging population. “But the treatment of foreign workers is not being considered together,” he said.

The Employment Permit System is a system that allows companies that are unable to find domestic workers to legally hire foreign workers by receiving permission from the government. There are approximately 159,000 foreign workers residing in Gyeonggi-do, accounting for 24.2% of all foreigners in the province.

Rep. Kim Seon-young said, “As foreign workers are treated as the same workers as domestic workers in accordance with higher laws, we must provide a shelter where they can temporarily reside when unexpected unemployment such as business closure or suspension occurs,” and “Enactment of an ordinance.” “I hope that we can not only improve the treatment of foreign workers, but also improve social awareness of foreign workers.”

The “Gyeonggi-do Foreign Worker Shelter Support Ordinance” contains the definition and function of a foreign worker shelter, regulations for Gyeonggi-do to directly establish and operate a shelter, and support for some of the necessary expenses for cities, counties, and organizations.

Provincial lawmaker Kim Seon-young discussed the need and justification for establishing a shelter for foreign workers with the Gyeonggi Provincial Immigrant Policy Department, a related department, at the Gwangju Counseling Center of the Gyeonggi Provincial Council last March.

This ordinance, proposed by Provincial Councilor Kim Seon-young, has passed the review of the Economic and Labor Committee and is scheduled to be submitted to the plenary session of the Gyeonggi Provincial Council on April 26 for processing.
