Jeon Jun-kyung (59), former vice president of the Democratic Institute for Democracy, a think tank of the Democratic Party of Korea, was indicted without detention on charges of receiving bribes worth 800 million won from private businesses in Baekhyeon-dong under the pretext of requesting permission for a real estate development project.

On the 25th, the Seoul Central District Prosecutors’ Office Anti-Corruption Investigation Division 3 (Director Kim Yong-sik) announced that it had indicted Mr. Jeon without detention on charges of bribery and solicitation under the Special Price Act. Mr. Jeon is accused of receiving a total of 782.08 million won from seven real estate development companies from July 2015 to March of this year in the name of resolving grievances with the Anti-Corruption and Civil Rights Commission and arranging for local government permits and receiving Genesis passenger cars. Of these, the prosecution believes that Mr. Jeon received about 100 million won and a car from Baekhyeon-dong private businessman Mr. Paul Jeong along with a request to ask the public official in charge regarding the licensing of a real estate development project in the Sanggal District, Yongin, Gyeonggi Province.

In addition, Mr. Jeon is also suspected of receiving a bribe of 26 million won from a company participating in the Singil hot spring development project between January and July 2017 in connection with his duties at the ACRC, including resolution of grievances against the ACRC. Mr. Jeon served as a non-standing member of the Civil Rights Commission from 2015 to 2018, the director of the Yongin City Government Research Institute in 2020, and the vice president of the Democratic Research Institute in 2021. A prosecution official said, “Mr. Jeon used his position as a member of the Civil Rights Commission to receive money and valuables under the pretext of providing help to companies complaining of difficulties. This is a serious crime that violates the integrity of the public service community and public trust.”

The prosecution summoned Mr. Jeon as a suspect last month, investigated him, and requested an arrest warrant, but the court dismissed the request on the 29th of the same month. It is reported that Mr. Jeon’s position is that ‘I only received fair compensation based on collaboration, not unfair money.’

It is said that the prosecution discovered Mr. Jeon’s suspicion of receiving money while tracing the flow of funds of Mr. Jeong Paul during the investigation of the ‘Baekhyeon-dong preferential development corruption’ case. The Baekhyeon-dong incident is that Lee Jae-myeong, leader of the Democratic Party, gave preferential treatment to Mr. Jeong, such as an increase in land use, while he was mayor of Seongnam, causing damage worth 20 billion won to the Seongnam Urban Development Corporation. Representative Lee was indicted on charges of breach of trust in this case in October last year and is currently undergoing trial in the first trial.
