The ‘Gyeonggi Provincial Council Personnel Rules Amendment’, which grants the representative of the Gyeonggi Provincial Council bargaining group the right to recommend civil servant personnel committee members, has been put on hold due to strong opposition from civil servants.

The Provincial Council’s Steering Committee withheld the presentation of the ‘Gyeonggi Provincial Council Civil Servant Personnel Rules Draft’ proposed by Gyeonggi Provincial Councilor Yang Woo-sik (National Power, Proportionality) at the 2nd meeting of the 374th Extraordinary Session on the 25th.

The amendment to the personnel rules was not submitted at the 373rd extraordinary meeting on February 28 for reasons such as the possibility of violating higher-level laws.

Prior to this session, the Provincial Council submitted an opinion to the Ministry of Government Legislation to check whether there was a violation of higher-level laws due to the revision of personnel rules, and as a result, received a response from the Ministry of Government Legislation that it ‘appears possible’ to revise the rules.

Accordingly, members of the People Power Party’s Provincial Council Steering Committee, including Provincial Councilor Yang Woo-sik, again pushed for revision of personnel rules.

However, it has been reported that the amendment was not submitted because the Provincial Council Steering Committee members of the Democratic Party of Korea maintained their opposition due to opposition from the Gyeonggi Provincial Office civil servants union.

The amendment to the personnel rules includes the provision that the chairman of the provincial council can appoint and commission up to three candidates for personnel committee members recommended by the representative member of the provincial council negotiating group.

Also included was the addition of a committee function so that the Provincial Council’s Personnel Committee could deliberate on the appointment and extension of service periods for fixed-term public officials.

Accordingly, the Gyeonggi Provincial Office civil servants union has expressed criticism several times since last February, condemning this rule revision, saying, “Giving the negotiation group the right to recommend civil servant personnel committee members is an infringement on personnel rights.”

The public servants’ union also predicted collective action, saying, “We will fight vigorously by mobilizing all possible means” if the personnel rule revision bill passes the standing committee.

Due to strong opposition from the union, members of the ruling and opposition parties of the Provincial Council’s Steering Committee finally decided not to submit the personnel rule amendment bill to this session.

In addition, the ‘Gyeonggi Provincial Council Meeting Rules Partial Amendment Rules’ (proposed by Provincial Councilor Yang Woo-sik), which partially revises the procedures and regulations for the election of the Provincial Council Chairman, was also not submitted as members of the ruling and opposition parties showed differing opinions.

Meanwhile, the National Assembly Steering Committee members of the People Power Party plan to further review the pending agenda items and submit them again to the 375th regular session of the Provincial Council (June 11-27).
