The Korea City and Provincial Council Steering Committee Chairman’s Council held its 7th regular meeting in Jeju on the 25th and urged the National Assembly to pass the Local Council Act.

Lee Chil-gu, Chairman of the Steering Committee of the Gyeongbuk Provincial Council, presided over the 7th regular meeting of the second half of the 10th term of the Korea City and Provincial Council Steering Committee Chairman’s Council (hereinafter referred to as the Council) at the Jeju Sun Hotel on the 25th and discussed the local council law enactment plan being promoted by provincial and provincial councils across the country to establish a true local autonomy system. He strongly urged the National Assembly to pay attention to and quickly pass the revision of the Income Tax Act to overcome ultra-low birth rates.

At the beginning of the meeting, Chairman Lee Chil-gu, who is the chairman of the council, said, “Local autonomy and decentralization were able to take a step forward with the comprehensive revision of the Local Autonomy Act in the 21st National Assembly,” and added, “The establishment of local autonomy is an important topic in the 22nd National Assembly as well.” He emphasized, “We must continue to make efforts to implement the proposal along with many institutional suggestions to the Provincial Council Steering Committee Chairman’s Council so that it can be dealt with.”

Chairman Lee also said, “The authority of local governments is being strengthened due to the transfer of many central government affairs to local governments, but the authority of local councils does not reach that level.” He added, “The functions of check and surveillance, which are the inherent authority of local councils, must be properly carried out. He added, “As chairman of the council, I will work hard to strengthen the status of local councils.”

The ‘Proposal to urge the National Assembly to quickly pass the enactment of the Local Council Act’ previously submitted by the Seoul Metropolitan Council is currently pending in the National Assembly.

The enactment of the Local Council Bill is evaluated as an essential bill for the realization of practical local autonomy and decentralization, including effective checks on local governments by strengthening the authority and independence of local councils and increasing legislative productivity to improve the quality of life of residents.

Meanwhile, the Korea City and Provincial Council Steering Committee Chairman’s Association is an organization that seeks to solve long-awaited regional tasks and promote the development of local autonomy by discussing common interests of city and provincial councils across the country and exchanging information necessary for council operation.

Members are the steering committee chairs of 17 city and provincial councils, and regular meetings are held once a month.
