The Gyeonggi Provincial Council held the second plenary session of the 374th Extraordinary Session on the 26th and approved the enactment of the ‘Gyeonggi Provincial Child Care Opportunity Income Payment Ordinance’ proposed by Provincial Councilor Go Eun-jeong.

Child care opportunity income is paid to resident participants when village communities voluntarily formed by residents engage in activities such as joint childcare and childcare (more than 30 hours per month) for non-profit purposes. There are no income-based restrictions on those eligible for payment.

The province plans to recruit participants and pay out as early as July after consulting with the Ministry of Health and Welfare to establish a new social security system.

Detailed information, including application procedures, participation requirements, and proof of care performance, will be announced on the Gyeonggi Province website (www.gg.go.kr) in June.

The budget of 614 million won, which will be paid to about 500 people in the second half of this year, was fully secured through provincial funds.

The province is implementing various child care policies, such as the Ministry of Health and Welfare’s Together Care Center, the Ministry of Education’s Neulbom School, and local governments’ own care projects, but it is difficult to completely eliminate blind spots due to limitations in financial resources and insufficiency of the system.

Accordingly, the policy is to respond to various types of care gaps and complement the limitations of public-led care by activating the private sector’s voluntary participation in care through village (region)-centered communities by providing opportunity income.

‘Opportunity income’, which preserves income for a certain period of time to provide more opportunities to those who create social value but do not receive fair compensation, and ‘360° care’, a welfare policy being promoted by the province to eliminate blind spots in care, It is a combined policy.
