(Daily Daegu Gyeongbuk News = Reporter Hwang Ji-hyeon) Gyeongbuk Provincial Council member Lee Cheol-sik (Gyeongsan 4, People Power Party) proposed the ‘Gyeongsangbuk-do public offering management ordinance’ at the 346th extraordinary session.

This ordinance states that, while the number of public offering projects organized by the central government and various institutions and organizations has increased recently, if Gyeongsangbuk-do indiscriminately attracts them, the financial burden on the province will increase and the financial resources needed to promote its own projects will decrease. Therefore, the purpose is to systematically manage the feasibility and securing financial resources of public offering projects attracted by Gyeongsangbuk-do, thereby establishing an institutional basis for attracting high-quality public offering projects and promoting efficient promotion.

The ordinance contains matters regarding the establishment of a comprehensive plan for the systematic management and execution of the public offering project, stipulates preliminary adequacy review matters such as legality, feasibility, and effectiveness for efficient promotion of the public offering project, and provides a preliminary report to the provincial council before applying for the public offering. Matters were specified, and matters regarding awards to departments and public officials who contributed to the selection of the contest project were stipulated, taking into account the size of the contest project and contribution to provincial government.

In particular, in the case of public offering projects, it has been difficult to effectively exercise the council’s right to review the budget for the local cost burden for which the project has already been selected and allocated. However, this ordinance calls for prior reporting to the council for public offering projects exceeding a certain project cost, etc. By specifying the role of the National Assembly to confirm and inspect public offering projects, it can be expected to establish an institutional foundation for major public offering projects to be attracted and promoted efficiently according to plan.

Rep. Lee Cheol-sik, who proposed the ordinance, said, “When attracting public offering projects, it is necessary to avoid overlapping with other projects or overinvesting, and to selectively promote public offering projects with substantial substance by reviewing the impact on the local economy and feasibility.” He said, “We expect that the enactment of this ordinance will contribute to promoting the financial soundness of the province by selecting, confirming, and inspecting public offering projects that have a practical economic effect in Gyeongbuk Province.”

Meanwhile, this ordinance passed the review of the Planning and Economy Committee of the Gyeongbuk Provincial Council on April 24, and is scheduled to be finalized and implemented at the plenary session on May 3.
