The Seoul Metropolitan Government’s Investigation and Deliberation Committee stated, “The decision not to forward this case will be processed through review of the investigative procedures and appropriateness of the results, and then submitted to the Investigation and Deliberation Committee agenda.”

The Police Investigation Review Committee is an organization that examines the appropriateness of the police investigation process or results prior to incarceration at the request of the complainant, victim, or other persons involved in the case. Previously, in May 2022, civic groups such as the People’s Livelihood Economic Research Institute filed a complaint with the police, requesting an investigation into allegations of ghostwriting of a thesis by Chairman Han’s daughter.

They claim that former Chairman Han and his daughter conspired to ghostwrite papers, plagiarize essays from overseas websites, inflate volunteer work hours, and submit apps created by professional developers as if they had been created themselves, leading to charges of obstruction of official duties and obstruction of business. I did.

However, last January, one year and eight months after receiving the complaint, the Seoul Metropolitan Police Agency’s Anti-Corruption and Public Crimes Investigation Unit decided not to forward all 11 charges filed.

At the time, the police said, “There was no response from overseas organizations that requested data, and if the reason for accepting false data was insufficient review by the review agency, the crime of obstruction of business is not recognized.”

It has not been proven that the data submitted by former Chairman Han was false, and even if it were false, if the review agency accepted it through insufficient review, the work of the agency was not interfered with.

While attention is being paid to whether this conclusion can be overturned by the Police Investigation Review Committee, lawyer Je-il Lee, who submitted the complaint, said, “It seems that the police investigation trend has changed a bit after the general election,” and added, “We are actively working to change the existing decision not to forward the case.” “I will express my opinion,” he said.
