Presenting a talent management ecosystem, including policy suggestions and implementation tasks

[이데일리 김미경 기자] “If we continue to produce key national talent in the same way we are now, there is no hope for the future.” A book has been published containing policy suggestions for cultivating ‘key talent’ that will lead the Republic of Korea in the future.

The National Talent Management Research Institute (Chairman Min Kyeong-chan, professor emeritus at Yonsei University) studies how key talents in five fields that have a significant impact on national development and people’s lives – politics, public service, industry, education, and defense – can be raised healthily through life stages. A book titled ‘National Talent Ecosystem 2035 Drawn on a Blank Page’ was published, which contains specific solutions to this problem.

The book started from the recognition that there is no hope for the future if the country’s core talent is created through the current ranking competition method. For our society to develop healthily, leaders must be ‘prepared’ people with qualities, capabilities, and leadership, and these factors are formed from childhood through life stages. Additionally, their productivity comes not only from their capabilities but also from virtues such as values, empathy, and attitude.

From a future perspective, the book establishes desirable human resources for each core talent in five fields and presents the growth process from a young age and the environment in which this can be achieved. Next, we will look for ways to support the core talent training process at kindergarten, elementary, middle, and high schools, universities, military, and society.

The researcher said, “(Through the book) students will learn how the knowledge, capabilities, values, attitudes, experiences, and training they are learning from a young age will help them in the future.”

According to the book, the national competitiveness of the future society will be determined by the ‘sum of national talent capabilities’ (GTP). From this perspective, the book proposes 20 policy recommendations and 38 implementation tasks to increase the capabilities and productivity of key talent in five major fields in preparation for 2035.

The researcher said, “For the past year, we have been conducting research together with leading domestic leaders, scholars, and experts in each field to write a book.” He added, “Based on thematic writing (10 people), discussions (14 people), and written interviews (11 people).” “We have been exploring policy recommendations and implementation tasks together,” he said.

The basic framework of the book introduces the overall direction of discussion by presenting ‘How should the nation’s core talent be created?’ Following the 20 policy recommendations for nurturing the nation’s five core talents, ‘How should the nation’s five core talents be formed at each stage of life’, ‘Dialogue between generations – the path to creating future core talents’, and ‘The future of Korea, national talent’ It consists of ‘It depends on the ecosystem’.
