On the 24th, during the 374th extraordinary session of the Gyeonggi Provincial Council, the standing committee meeting was disrupted as the ruling and opposition parties of the Provincial Council showed differences of opinion over the processing of the ordinance.

With two days left before the extraordinary session (April 16-26), the standing committee collapsed, and the processing of ordinances related to people’s livelihood issues was postponed to the next date.

The Provincial Council’s Women, Family and Lifelong Education Committee (hereinafter referred to as the Leisure and Education Committee) was planning to hold its second meeting at 2 p.m. on this day, but decided to cancel the meeting due to a boycott by members of the People Power Party.

At the meeting, ‘Gyeonggi-do educational cooperation and education expense assistance ordinance partial amendment ordinance’, ‘Gyeonggi-do Women and Family Foundation establishment and operation support ordinance partial amendment ordinance’, ‘Gyeonggi-do care work career recognition draft ordinance’, ‘Gyeonggi-do domestic violence victim protection facility installation and operation’ It was planned to deliberate and decide on agenda items such as the ‘Ordinance Bill’ and ‘Agreement to Privately Entrust the Infant and Toddler Textbook and Parish Delivery Service Project’.

It is known that the ruling and opposition party members of the Provincial Council’s Leisure and Education Committee were unable to reach a consensus on the ‘Gyeonggi Province Educational Cooperation and Educational Expense Assistance Ordinance Partial Amendment Ordinance’ proposed by Kim Jae-gyun (Democrat, Pyeongtaek 2), chairman of the Provincial Council’s Leisure and Educational Expenses Committee.

The proposed ordinance changes the current reporting system, which requires the Gyeonggi Province Superintendent of Education to report the performance and evaluation results of educational cooperation projects to the provincial council’s standing committee, to require the superintendent to report in advance even detailed plans for educational cooperation projects.

Members of the People Power Party requested the amendment or scrapping of the ordinance on the grounds that it could cause confusion in the reporting system of the Gyeonggi Provincial Office of Education, while members of the Democratic Party of Korea reportedly stuck to promoting the original version of the ordinance.

Previously, at the first meeting of the Leisure and Education Committee held on the 17th, due to this difference in position, all members of the People Power Party left during the meeting and the meeting was cancelled. It was reported that members of the People Power Party also notified of their absence from the meeting on this day.

A member of the leisure and leisure committee of the People Power Party of a provincial council explained the ordinance in question, saying, “From the perspective of the Gyeonggi Provincial Office of Education, it is viewed as a single ordinance bill and the work is expanded.”

He added, “Because they believe it will be a significant burden on the Provincial Office of Education, People Power Party members have been opposing the submission of the ordinance since the last session, but Democratic Party members are recklessly trying to pass the ordinance.”

Kim Jae-gyun, chairman of the Women’s College Committee, who proposed the ordinance, said, “If there is a problem with the ordinance, shouldn’t the ordinance be reexamined through consultation? “The People Power Party members are refusing to communicate,” she said, expressing her disapproval.

Meanwhile, the agenda items whose deliberation and resolution were postponed due to the disruption of today’s meeting are expected to be pending until the 375th regular meeting to be held in June.

Another member of the leisure and leisure committee of the provincial council said, “It is unfortunate that there were many ordinances proposed for the livelihood of provincial residents, but they were not even deliberated. “For the sake of the people of the province, I hope they refrain from this kind of political strife,” she said, expressing her regret.

Meanwhile, according to the ‘Gyeonggi Provincial Council Meeting Rules’, the standing committee may open when there is a request from more than one-third of the registered members, but agenda items cannot be resolved unless a majority of the registered members are present and the majority of the members present do not agree.
