On the 25th, the Fatherland Innovation Party elected Hwang Un-ha (proportional, re-elected) as the floor leader of the 22nd National Assembly. The Fatherland Innovation Party held a general meeting of elected candidates at the Central Party headquarters in Yeouido, Seoul on this day and made this decision, said Kim Bo-hyeop, spokesperson for the Fatherland Innovation Party.

On this day, the election of the Homeland Innovation Party’s floor leader was conducted in a conclave manner, in which all elected candidates gathered together and continued voting until one person was elected, without a separate candidacy process. Conclave, which means ‘a room that can be locked with a key’ in Latin, is famous as the method of electing the Catholic Pope.

The Fatherland Innovation Party unanimously elected Hwang Un-ha as its floor leader just 10 minutes after voting began. It seems that the voting results came out quickly because all 11 elected candidates, including Representative Cho Kuk, were elected for the first time, and new floor leader Hwang was the only one to be re-elected.

President-elect Hwang Un-ha, who was sentenced to three years in prison in the first trial for the Moon Jae-in administration’s intervention in the Blue House Ulsan mayoral election, left the Democratic Party of Korea on the 8th of last month and joined the Fatherland Innovation Party. President-elect Hwang announced in February that he would not run in Jung-gu, Daejeon, his constituency. A month later, he joined the Fatherland Innovation Party and succeeded in proportional re-election.

New floor leader Hwang Un-ha held a press conference at the National Assembly communication center immediately after his election. He said, “In this general election, 6.87 million people, or 25% of the people, chose the Fatherland Innovation Party,” and “We will become a political party that upholds the will of the people in the general election and puts an early end to the dictatorship of the prosecution, completes prosecution reform, and completes the transition to an advanced country with social rights.”

Regarding the situation in which the formation of a joint negotiating group of the Democratic Party of Korea is difficult due to the Democratic Party’s checks, he said, “Looking at the cases of advanced countries, I know that the requirement for forming a negotiating group never exceeds 5% (15 seats) of the number of lawmakers.” “The Seok standard is a remnant of the Yushin dictatorship,” he said. He said, “Relaxing the requirements for negotiating groups is worth discussing to overcome the harmful effects of the two-party system and for politics that respects diversity.” It was also said that the task of securing eight additional members under the current National Assembly Act was delegated to Representative Cho Kuk by gathering the consensus of the elected members.

In response to a question about the ‘judicial risk’ where both the representative and the floor leader are being tried, floor leader Hwang said, “Both Representative Cho Kuk and I respect the criminal justice system of the Republic of Korea, and we will faithfully follow its conclusion.” He said, “Representative Cho and I, including myself, will continue to develop as a political party by faithfully preparing for the future situation no matter what decision the court makes, reflecting the will of the public in the general election.”
