Gyeonggi Province announced on the 25th that it had selected 228 alley commercial communities, including the Yeoncheon Twelve Stream Merchants Association, as the target for the ‘2024 Alley Commercial Revitalization Project’.

The alley commercial revitalization project is a project to systematically foster communities organized based on local alley commercial districts to overcome limitations in supporting small business owners and strengthen their capabilities to establish the identity of the commercial district and revitalize the local economy.

Previously, the province held a contest for each field of small business district revitalization business from February to March. The total amount of support is 2.5 billion won, and there are five major areas of competition: new organization (1st year), basic growth of alley communities (2nd to 6th years), alley community-university collaboration, creation of excellent alleys, and specialized support. The target of support is an alley commercial community comprised of more than 30 small business owners in the alley commercial areas of the province.

Starting this year, in order to strengthen the self-reliance of local-led alley commercial districts, the province changed the financial sharing ratio for new organizations, specialization support for the creation of excellent alleys, and university collaboration project expenses from 100% of provincial funds to 50% of provincial funds and 50% of city/county funds. The project implementation entity was also changed from the merchant association to the city, county, and city/county public institutions.

Looking at the detailed support details, a total of 14 applications were received for ‘new organization’ and the final 10 were selected. This is a field that organizes 30 individual small business stores into a community by supporting joint marketing, improvement of common facility environment, field trips to advanced sites, and meeting fees. Up to 20 million won is supported per commercial district.

‘Growth support’ is a field that develops commercial districts that have been organized for more than two years as local commercial communities into local economic development agents. A total of 217 applications were received this year, and the final 200 locations will be selected and commercialization costs will be supported within 5 million won per location.

‘Creation of excellent alleys’ is a field that supports the establishment of a foundation for revitalizing alley commercial districts, including training to strengthen merchant performance, commercial promotion and sales promotion, and event support for community alley commercial districts that have undergone growth support. A total of 6 sites were selected, and 100 million won will be provided to each site.

The ‘specialization project’ includes the ‘old shopping street revitalization project’ targeting commercial areas that have been established for more than 20 years and are located more than 500 meters away from large-scale stores, and the ‘old shopping street revitalization project’ targeting alley commercial districts where management has deteriorated due to the influx and redevelopment of commercial districts by large distribution companies. One project each was selected from two fields, including the ‘Hope Commercial District Project’. KRW 800 million is provided per location through comprehensive support such as facility improvement, content development, merchant network creation, and education.

‘University Collaboration’ is a project carried out by students at local universities (art majors, etc.) in collaboration with local commercial districts. The goal is to find ways to revitalize local commercial districts through the creative ideas of college students. A total of 10 will be selected and each will receive 20 million won.

Kim Haeng-seok, head of the Provincial Small Business Department, said, “It will serve as a priming agent to revitalize alley commercial districts through support in each field, such as organizing and nurturing the community.” He added, “By supporting the community step by step to foster unique and differentiated commercial districts, alley commercial districts will become representative of Gyeonggi-do.” “We will do our best to become a mainstay of the local economy,” he said.
