Kim Dong-young of the Construction and Transportation Committee of the Gyeonggi Provincial Council (Democratic Party of Korea, Namyangju Onam), passed the review by the 1st Assembly Steering Committee of the 374th Extraordinary Session of the Gyeonggi Provincial Council on the 25th.

Kim Dong-young said, “We, the citizens of Gyeonggi-do, have a high interest in and desire to communicate with the legislative activities of Gyeonggi-do lawmakers and the administration of Gyeonggi-do, and Gyeonggi-do lawmakers also want to carry out field-oriented legislative activities through effective communication with residents.” “By enacting the ‘Basic Ordinance on Communication of the Gyeonggi Provincial Council’, we intend to prepare policies and support measures to promote internal and external communication of the Gyeonggi Provincial Council, and seek to ensure participatory democracy and active realization of local autonomy for residents of the province.” revealed.

At the same time, “As the Local Autonomy Act was completely revised and the direct participation system of residents was greatly strengthened, the need to actively collect the opinions of residents in the policy establishment process was further emphasized, so it was necessary to prepare a way for Gyeonggi residents to participate in each step of the policy establishment process. “It is urgent,” he emphasized.

Prior to proposing the ordinance, Rep. Kim Dong-young proposed ‘a study on ways to strengthen the communication capacity of the Gyeonggi Provincial Council’, and the study was promoted as a policy research service to the Gyeonggi Provincial Council Secretariat in 2023. In addition, Rep. Kim has held several meetings with the relevant department, the Legislative Policy Office, to discuss ways to promote communication in order to strengthen the Gyeonggi Provincial Council’s communication capacity with the public.

The purpose of this ordinance is to realize true local autonomy by activating communication between the Gyeonggi Provincial Council, Gyeonggi Province citizens, Gyeonggi Province, Gyeonggi Provincial Office of Education, cities and counties in Gyeonggi Province, and city and county councils, and to contribute to promoting Gyeonggi Province administration democratically and efficiently.

The main contents of the ordinance include △ establishment and implementation of a basic plan and implementation plan for promoting communication at the Gyeonggi Provincial Council △ preparation of the basis for the establishment of the Gyeonggi Provincial Council Communication Committee and Communication Subcommittee △ grounds for the establishment of a dedicated department to support the communication activities of the Gyeonggi Provincial Council. .

Rep. Kim said, “The basic ordinance for communication of the Gyeonggi Provincial Council is significant in that the Gyeonggi Provincial Council, the hall of public opinion, is taking the lead in preparing the basis for communication support not only with the citizens of Gyeonggi Province, but also with Gyeonggi Province, the Gyeonggi Provincial Office of Education, and cities, counties, and city/county councils within Gyeonggi Province.” He added, “I hope that this ordinance can serve as a model for the communication activities of other metropolitan local governments.”

The “Gyeonggi Provincial Council Communication Basic Ordinance,” proposed by Rep. Kim Dong-young, is scheduled to be finalized at the 2nd plenary session of the 374th extraordinary session on Friday, April 26.
