Achieved ‘Excellent’ qualitative evaluation by selecting 8 excellent cases out of 19 qualitative evaluation indicators

Gyeonggi-do ranked 2nd in the qualitative evaluation and 1st in the national evaluation in the provincial sector in the ‘2024 Joint Evaluation of Local Governments’ conducted by the Ministry of Public Administration and Security.

Since 2015, the province has set a record of achieving ‘excellent’, meaning a grade of 3rd or higher, for 10 consecutive years. The government joint evaluation announced on the 26th is the only comprehensive evaluation of local governments at the government level in which 29 central ministries, including the Ministry of Public Administration and Security, jointly evaluate national delegated affairs, government subsidy projects, and major national policies performed by local governments. It’s a system.

This evaluation was conducted with a total of 106 evaluation indicators targeting the 2023 performance of 17 cities and provinces. Qualitative evaluation is an evaluation that selects two excellent cases for each of the 19 indicators presented by the government, and Gyeonggi-do was selected as the second best local government with eight excellent cases selected.

The main best case is △Tik Bus, which comes when you call with an artificial intelligence (AI) algorithm! Hit straight and smart! △Care as a basic right, care for all villages in Gyeonggi-do where all children are happy! My child always enjoys spring 365 days a year! △Gyeonggi-do’s path to a resource circulation economy △Gyeonggi-do volunteer work led by residents made with their own ideas and hands △Turn crisis into opportunity!, Gyeonggi-do’s win-win project, etc.

In the national evaluation, an evaluation group of 408 members of the general public, taking into account region, age, gender, etc., selected 10 excellent cases that could be felt by the public out of a total of 34 cases submitted by cities and provinces.

Among them, the two cases submitted by Gyeonggi-do are ‘A straight bus that comes when you call with AI algorithm! ‘Ride smartly with a straight hit!’ and ‘Gyeonggi-do’s road to a resource circulation economy’ were both selected as excellent examples.

In particular, ‘Tok Bus’, a ‘demand response transportation (DRT)’ that combines the advantages of taxis and buses, was introduced to 11 cities and counties, and an integrated transportation platform was established to connect with existing transportation methods to reduce inconvenience in transportation vulnerable areas. It was evaluated as an excellent case in which it was resolved.

In the quantitative evaluation, the achievement rate of each local government was compared for 87 indicators set by the government, such as the achievement rate of employment goals for the elderly, public childcare utilization rate, and priority purchasing in the social economy, and the province achieved 95.4%, an improvement of 3.9 percentage points compared to the previous year.

Choi Jeong-seok, Gyeonggi-do Opportunity Strategy Officer, said, “The reason we received an excellent grade in this evaluation was because we strengthened periodic performance management and customized consulting,” and added, “We will continue to improve administrative services for the public through continuous efforts and systematic indicator management.” He said.

Best practices by indicator can be found on the Ministry of the Interior and Safety’s fault notification website.
